BEC Student Assessments Official Rules and Regulations

BEC Student Assessments – Official Rules and Regulations

Borderless Education Council (BEC)
Applicable to BEC Student Assessments, International Student Tests, and the Basic School Assessment Program (BSAP)

1. Purpose and Scope

The Borderless Education Council (BEC) establishes these Official Rules and Regulations to ensure the fair, transparent, orderly, and consistent administration of its student assessment programmes.

These regulations apply to all participating students, parents or guardians, BEC Associate Schools, authorised Assessment Centres, and other participants involved in BEC assessments.

By registering for, paying for, or participating in a BEC assessment, the student and, where applicable, their parent or guardian acknowledge their responsibility to review and comply with these regulations, the applicable programme instructions, and the BEC Refund Policy.

2. Student Registration and Eligibility

  1. Students must provide accurate, complete, and valid information during registration.
  2. Each student must use the correct BEC Student ID, registration number, or other identification details required for the relevant assessment.
  3. Students and parents or guardians are responsible for verifying the accuracy of all information submitted.
  4. Incorrect, incomplete, misleading, or duplicate registration information may result in verification requirements, registration cancellation, or disqualification, as determined by BEC.
  5. Registration is subject to the applicable eligibility criteria, payment requirements, registration deadlines, and assessment instructions.
  6. Parents and guardians should carefully review the relevant assessment information before completing registration and payment.

3. Assessment Schedule and Participation

BEC conducts its student assessments according to established programme schedules, generally on an annual basis for participating Associate Schools.

  1. Assessment dates, subjects, durations, venues, and other arrangements are determined by BEC in coordination with participating schools and authorised assessment personnel.
  2. Parents and guardians are responsible for reviewing the assessment schedule and relevant instructions communicated by BEC or the participating school.
  3. Individual requests to reconduct completed assessments on separate dates, or to arrange a separate assessment sitting for a student who has already participated, cannot ordinarily be accommodated outside BEC’s established assessment schedule and programme arrangements.
  4. Requests for individual rescheduling or reconducting assessments do not create an entitlement to a new assessment opportunity.
  5. BEC may review exceptional circumstances at its discretion, but any alternative arrangement is subject to BEC’s approval and operational feasibility. Such approval is not guaranteed.
  6. BEC may issue additional instructions for particular assessments, age groups, or programmes. Participants must comply with those instructions.

For the Basic School Assessment Program (BSAP), BEC aims to encourage young learners, build confidence, and introduce children to assessment activities in a supportive learning environment.

Parents and guardians are encouraged to communicate any concerns regarding assessment arrangements to the participating school and BEC through the appropriate channels.

4. Assessment Participation Rules

Students appearing for BEC assessments must follow the applicable instructions.

  1. Student identification: Students appearing at an authorised examination centre must carry and display a valid School Identity Card or other identification document specified by BEC.
  2. Following instructions: Students must follow instructions issued by authorised invigilators, assessment coordinators, and testing personnel.
  3. Required stationery: Unless otherwise specified for a particular assessment:
    • Nursery to Grade 5: Pencil, colours, and an eraser.
    • Grades 6 to 12: Pen.
  4. Assessment duration: Students must complete their assessments within the prescribed time limits and follow the applicable submission procedures.
  5. Permitted items: Transparent water bottles and other permitted items are subject to the instructions of the relevant assessment centre.
  6. Online assessments: Students must follow the applicable online test instructions, time limits, submission procedures, and technical requirements.

Participating schools and assessment personnel should communicate the relevant arrangements and instructions to students and parents or guardians in accordance with their assigned responsibilities.

5. Academic Integrity and Fair Conduct

BEC assessments are intended to evaluate students’ knowledge, skills, and academic performance fairly.

Students must not:

  • Copy answers from another participant or allow another person to copy their answers.
  • Use unauthorised notes, books, electronic devices, websites, artificial intelligence tools, or other assistance where prohibited.
  • Impersonate another student or permit another person to take an assessment on their behalf.
  • Share confidential assessment questions, answer keys, or assessment materials without authorisation.
  • Manipulate, interfere with, or attempt to compromise the assessment platform, registration system, or results.
  • Engage in any other activity that compromises the fairness, security, or integrity of an assessment.

Suspected violations may be reviewed by BEC. Depending on the circumstances, BEC may invalidate an assessment, withhold or cancel a result, disqualify a participant, or take other appropriate action under its applicable policies.

6. Assessment Submission and Result Processing

  1. Students are responsible for completing and submitting their assessments according to the applicable instructions and deadlines.
  2. Completing or submitting an assessment does not, by itself, guarantee that a result, scorecard, award, or certificate will be issued.
  3. Results are subject to the applicable verification, evaluation, administrative procedures, and registration requirements.
  4. BEC may withhold a result while investigating suspected misconduct, discrepancies in registration details, incomplete verification, or other legitimate administrative concerns.
  5. Students and parents or guardians must ensure that the registration information provided is accurate so that results can be correctly associated with the relevant BEC Student ID or registration number.
  6. Results, awards, and certificates are issued only where the applicable eligibility, registration, and verification requirements have been satisfied.
  7. Registration cancellation under Section 7 overrides any expectation that a result will be issued solely because the assessment was completed or submitted.

7. Cancellation of Registration After Assessment Completion and Termination of Results

Important: If an assessment registration is cancelled after the student has completed the assessment, the result associated with that registration will not be issued. Result processing will not commence if it has not started. If processing is already underway but the result has not been issued, that processing will cease and be terminated.

The following conditions apply:

  1. A registration may be cancelled following an accepted cancellation request from a student, parent or guardian, or authorised representative, or in connection with a refund approved by BEC under Section 8.
  2. Once a cancellation request has been accepted and the registration has been cancelled, the cancellation is final and irreversible.
  3. BEC does not permit the reinstatement, restoration, or reactivation of a cancelled registration under any circumstances.
  4. Upon cancellation, the result associated with the registration will not be processed, published, declared, or released. This applies even where the student has already completed and submitted the assessment worksheets.
  5. If result processing has not commenced, it will not proceed. If processing has commenced but the result has not been issued, the process will cease, and the pending result will be terminated and not issued.
  6. A student whose registration has been cancelled cannot demand the evaluation, processing, publication, or release of the result on the grounds that the assessment was completed before cancellation.
  7. Any pending award, scorecard, certificate, or other result-related entitlement associated with the cancelled registration will not be issued.
  8. Cancellation of registration does not automatically entitle a student to a refund. Refund requests are governed by Section 8 and the published BEC Refund Policy.

This provision applies regardless of whether the cancellation follows a parent or guardian’s request, a withdrawal from the assessment, or a refund specially approved by BEC.

The purpose of this provision is to maintain the integrity and consistency of BEC’s registration, assessment, result-processing, and certification procedures.

8. Registration Fees, Non-Refundable Policy, and Special Refund Approval

Assessment fees are non-refundable once paid.

BEC may, at its sole discretion, approve a refund as a goodwill gesture or as an exception to its standard policy in special circumstances.

Where a refund is approved in connection with the cancellation of a registration, the registration will be cancelled, and no results, scorecards, awards, or certificates will be issued for that registration. Once the cancellation has been accepted by BEC, it is final and irreversible and cannot be reinstated, restored, or reactivated under any circumstances.

8.1 Standard non-refundable policy

Assessment registration fees are collected in advance to cover the administrative arrangements associated with organising and conducting assessments.

In accordance with the published BEC Refund Policy, assessment registration fees are non-refundable once paid, subject to any exception expressly approved by BEC.

Students, parents, and guardians should carefully review the assessment details, schedule, eligibility requirements, and applicable policies before completing registration and payment.

Cancellation of registration, non-participation, withdrawal after participation, dissatisfaction with an assessment experience, or failure to complete the required procedures does not automatically create an entitlement to a refund.

8.2 Special refund requests and goodwill exceptions

BEC may consider a special refund request or approve a refund as a goodwill exception in appropriate circumstances.

Any such approval is discretionary and must be expressly authorised by BEC. A request for a refund does not guarantee approval, and the standard non-refundable policy remains applicable unless BEC approves an exception.

BEC may consider the circumstances of an individual case and the information available when determining whether a special refund should be granted.

8.3 Consequences of an approved refund

Where BEC approves a refund and the associated assessment registration is cancelled, the registration cancellation is final and the result will not be issued.

The following conditions apply:

  1. An approved refund associated with cancellation does not preserve or maintain the student’s assessment registration.
  2. Once the registration is cancelled, result processing will not commence if it has not started.
  3. If result processing is already underway but the result has not been issued, the processing will cease and be terminated.
  4. The student will not be entitled to receive results, scorecards, awards, or certificates associated with the cancelled registration merely because the assessment was completed before cancellation.
  5. The cancelled registration cannot be reinstated or restored, even if the student or parent subsequently requests that the result be declared.
  6. An approved refund resolves the applicable fee matter and is subject to cancellation of the student’s registration. Once the cancellation is accepted by BEC, no results, scorecards, awards, or certificates will be issued for that registration, regardless of whether the student attempted one or more assessments.

Parents and guardians should carefully consider these consequences before requesting a cancellation or accepting a refund resolution that involves cancellation of registration.

8.4 Refunds processed through participating schools

Where the original assessment fee was paid through a participating school, BEC may transfer an approved refund to that school for return to the parent or guardian.

In such cases, the parent or guardian should coordinate with the school administration regarding receipt of the refunded amount.

The processing of a refund does not alter the consequences of registration cancellation stated in Section 7.

9. Responsibilities of Students, Parents, and Guardians

Students and, where applicable, their parents or guardians are responsible for:

  • Providing accurate registration and identification information.
  • Reviewing the applicable assessment instructions, schedule, and eligibility requirements.
  • Ensuring that the student is prepared and eligible to participate.
  • Following the applicable assessment rules and deadlines.
  • Communicating registration discrepancies, concerns, or technical problems through the appropriate channels.
  • Reviewing the BEC Refund Policy before requesting a cancellation or refund.
  • Understanding that an approved refund may be accompanied by cancellation of registration and non-issuance of results.
  • Understanding that a cancelled registration cannot be reinstated or restored.
  • Recognising that completing an assessment does not guarantee the issuance of a result, scorecard, award, or certificate.

10. Responsibilities of Participating Schools and Assessment Centres

BEC Associate Schools and authorised Assessment Centres should:

  • Communicate relevant assessment rules and instructions to participating students and parents or guardians.
  • Share assessment schedules and practical arrangements in accordance with their assigned responsibilities.
  • Verify student identities where required.
  • Provide appropriate assessment arrangements within the applicable programme requirements.
  • Ensure that invigilators and assessment personnel understand their responsibilities.
  • Report suspected misconduct, irregularities, or administrative discrepancies to BEC.
  • Cooperate with BEC in registration verification, assessment administration, result processing, and authorised refund procedures.
  • Follow BEC’s instructions concerning approved cancellations and refunds.

Participating institutions must not make unauthorised changes to student registration records, assessment outcomes, or result-processing decisions.

11. Results, Awards, Scorecards, and Certificates

BEC results, scorecards, awards, and certificates are subject to the applicable assessment requirements, registration status, eligibility criteria, and administrative verification.

BEC reserves the right to withhold, correct, cancel, or invalidate a result, award, or certificate where there is a substantiated reason, including:

  • Registration irregularities or incorrect information.
  • Academic misconduct or assessment violations.
  • Failure to satisfy applicable eligibility or verification requirements.
  • Administrative errors requiring correction.
  • Cancellation of registration under these regulations.

Completion of an assessment does not override the registration-cancellation provisions in Section 7.

Where a registration has been cancelled, the result associated with that registration will not be issued under these regulations, even if the assessment was completed before cancellation.

No student may claim an entitlement to a result, scorecard, award, or certificate where the applicable registration, eligibility, verification, or cancellation requirements have not been satisfied.

12. Feedback, Complaints, and Policy Review

BEC recognises that feedback from parents, guardians, students, and participating schools can help identify opportunities to improve assessment coordination and communication.

Concerns regarding assessment scheduling, instructions, examination arrangements, or student experience may be submitted to BEC through its official contact channels.

BEC may review such feedback and consider appropriate improvements for future assessment cycles. However:

  1. Submitting a complaint does not automatically entitle a participant to a refund.
  2. A complaint does not automatically result in an individual assessment being reconducted on separate dates.
  3. A request for a refund or cancellation remains subject to the applicable BEC policies and any specific decision communicated by BEC.
  4. Feedback or a subsequent request does not automatically reverse a cancellation that has already been finalised.
  5. BEC’s consideration of feedback does not guarantee a particular outcome.

BEC aims to administer its programmes responsibly while maintaining consistent registration, assessment, refund, and result-processing procedures.

13. Amendments and Interpretation

BEC reserves the right to revise or update these rules and regulations when necessary to improve assessment administration, protect academic integrity, or address operational and administrative requirements.

Students, parents, guardians, and participating institutions should consult the official BEC website for the applicable version of these regulations and any additional instructions issued for a specific assessment.

Where a particular assessment has additional published conditions, those conditions should be read together with these general regulations.

Any special refund approval or other exception must be expressly communicated by BEC. A special approval for one case does not automatically establish an entitlement for other participants.

14. Acceptance of Rules and Regulations

By registering for, paying for, or participating in a BEC assessment, the student and, where applicable, their parent or guardian acknowledge responsibility for reviewing and complying with these Official Rules and Regulations and the applicable BEC policies.

This includes understanding the following:

  • Assessment registration fees are non-refundable.
  • BEC may approve a special refund as a goodwill exception.
  • A refund approved in connection with cancellation results in the cancellation of the associated registration.
  • A cancelled registration cannot be reinstated or restored.
  • Results, scorecards, awards, and certificates associated with a cancelled registration will not be issued under these regulations.
  • Completion of an assessment does not guarantee that a result or certificate will be issued.
  • Individual requests to reconduct assessments on separate dates are subject to BEC’s established programme arrangements and approval.

Failure to comply with these regulations may result in registration cancellation, disqualification, withholding or termination of results, or other appropriate action under the applicable BEC rules.
